I dunno what you've been reading, but I get a 403 message and if I read the link right, it's an article from 2001?

Since last night, the W3C has changed Access Privileges for their "Semantic Web Activity News" blog. I have subsituted the reference link in my original post to RDFa - Interoperable Metadata -- the information is essentially the same,
