History brush > When you have a picture which you want black and white, except for 1 item.
Open your picture, make it black and white and start painting with the history brush to take back the colour from the original image.

Art history brush does about the same, but with stylized strokes..

I'm not sure if I should use Illustrator or Photoshop for this task. I've yet to accomplish it with either.

I want to create a rectangular vector image with rounded edges, put it over a photo, and crop it or select inverse/delete, kinda thing. That way the image will look like it's in a frame, which is my vector image.

Any help would be fantastic.

When I save for web the color of a blue changes to a brighter version of what I want. Are there any settings that will stop this from happening?

I am trying to save as png and jpg. Both came out the same. The blue was a bit brighter than on the photoshop layout. When I took a screenshot of the layout it came out fine.

So far as settings, I just have the default settings.
