As for a CMS, Choose elgg it looks more robust and easier to handle.

Hey I'm currently using Dolphin, its great! A lot of work to make custom CSS, but its great to mod!

I like Ning. Very easy to set up. Not a ton of customization but satisfactory. Lots of social elements built in. You get your own subdomain there. It's Free! You can get rid of their Adwords (or replace them with your own) for $20/month. Really good if you want to upload your own music.

I went to the ELGG site. It looks pretty darn good. I only knew about Pligg.com, which to my understanding is best as a platform for developers who want to build a custom social media site, and Ning.com for users who just want to have a social media site that has already been developed.
